INVITATION FOR EXPRESSION OF INTEREST

 

1. INVITATION FOR EXPRESSION OF INTEREST (EOI) THROUGH E-TENDER PORTAL FROM ELIGIBLE AND COMPETENT BIDDER/CONSORTIUM PARTNER FOR ENTERING INTO A CONSORTIUM AGREEMENT FOR MANUFACTURING AND IMPLEMENTATION OF SMART ENERGY METERING SYSTEM.

GENERAL INSTRUCTIONS, TECHNICAL SPECIFICATIONS & COMMERCIAL TERMS & CONDITIONS

United Electrical Industries Ltd. (UEIL) invites EOI through e-tender portal from eligible and competent Bidder/Consortium Partner for entering into a Consortium Agreement for Manufacturing and Implementation of Smart Energy Metering System.

The selected Bidder/Consortium Partner shall associate with UEIL for execution of Smart Energy Meter projects across India.

Any offer made in response to this EOI and accepted by UEIL shall constitute a binding agreement between the parties.

 

2. EOI FORM FEE

 

The Bidder shall remit Rs. 1500/- (Rupees Five Hundred only) as EOI form fee through ONLINE mode via: https://etenders.kerala.gov.in

The EOI Form Fee is non-refundable.

 

3. PROJECT STRUCTURE & SCOPE OF WORK

 

3.1 Scope of UEIL

 

  • Assembly of Smart Energy Meters from SKD/CKD kits
  • Testing & Quality Assurance at UEIL facility
  • Final dispatch as per project requirement

 

3.2 Scope of Bidder / Consortium Partner

 

The Bidder shall be responsible for:

  • Design & technology support
  • Supply of SKD/CKD kits (where applicable)
  • Supply of critical components
  • Complete AMI Solution (HES, MDMS, DCU, Communication infra)
  • Software, IT Infrastructure & Cyber Security
  • Installation, commissioning & system integration
  • Project execution support
  • Field services & warranty support
  • Compliance with BIS/CBIP/CEA guidelines

 

 

The Bidder may supply fully manufactured meters or SKD Kits for assembly at UEIL.

 

4. GENERAL INSTRUCTIONS

 

4.1 Submission of EOI

 

  • EOI shall be submitted in English only.
  • All corrections shall be duly signed.
  • EOI received after due date shall be rejected.
  • Each bidder shall submit only ONE EOI (either individually or as lead partner in consortium).
  • UEIL will not bear any cost incurred by bidder in preparation of EOI.

 

4.2 Clear Understanding

 

Submission of EOI implies that the Bidder has fully understood:

 

  • Scope of work
  • Commercial terms
  • Technical requirements
  • Consortium obligations

 

 

4.3 TECHNICAL DISCUSSION

 

Qualified bidders may be called for presentation at UEIL, Kollam or by online. Decision of UEIL shall be final and binding.

 

5. ELIGIBILITY CRITERIA

 

5.1 Financial Eligibility

 

  • Minimum Turnover: ₹1000 Crore in the last financial year.
  • Positive Net Worth.
  • Solvency Certificate equivalent to probable contract value.
  • Audited balance sheets for last 3 years.
  • CA Certificate for turnover & net worth.

 

5.2 Technical Eligibility

 

The Bidder must:

 

  1. Be in the business of Electricity Meter Manufacturing for at least 3 Financial Years.
  2. Have manufacturing facility in India.

           (International bidders must establish facility at UEIL within 3 months of empanelment).

 

  1. Have experience of minimum 3 years in Smart Meter manufacturing & AMI implementation.
  2. Have executed Smart Meter/AMI projects with cumulative installation base.
  3. Possess valid certifications:

 

  • ISO 9001:2015
  • ISO 14001:2015
  • ISO 27001:2022
  • OHSAS 18001 / ISO 45001

 

  1. Have BIS/ISI approval for meters offered.
  2. In addition to the above, the bidder shall comply with all requirements by KSEB.

 

6. DOCUMENTS TO BE SUBMITTED (Single PDF – Cover 1)

 

  • Experience details in Smart Meter Manufacturing & AMI.
  • Purchase Orders / Work Orders / Performance Certificates.
  • Solvency Certificate (issued within last 6 months).
  • Power of Attorney (Notarized).
  • PAN & GST Registration.
  • Production Capacity Certificate.
  • Actual production quantity of last 1 year (Govt certified).
  • Monthly spare capacity
  • Self-declaration regarding non-blacklisting.
  • Factory License & MoA.
  • Balance Sheet & IT Returns (Last 3 years).
  • EPF & ESI Registration proof.

 

7. TECHNICAL REQUIREMENTS OF SMART ENERGY METERS

 

The meters shall comply with latest CEA/BIS/CBIP standards.

 

7.1 Types of Meters

 

  • Single Phase: (5–30) A
  • Three Phase: (10–60) A

 

7.2 Mandatory Features

 

All Mandatory Features shall be as per KSEB requirements.

  • Tamper Proof
  • Water Resistant
  • Fire Resistant
  • Remote communication capability
  • DLMS compliant
  • Prepaid/Postpaid compatible
  • Net metering compatible
  • OTA firmware upgradation support
  • Cyber security compliant
  • Software quality assurance responsibility for IOT based systems will be the responsibility of the bidder and they must ensure certification from CMMI level 3 above company.

 

8. SAMPLE SUBMISSION

 

The bidder shall submit:

  • 2 Nos Single Phase Smart Meters
  • 2 Nos Three Phase Smart Meters
  • Related communication components

 

Samples shall be tested by UEIL Technical Committee.

 

9. AGREEMENT

 

Selected Bidder shall execute agreement on Rs.500/- Government Judiciary Stamp Paper.

 

Consortium/JV Agreement shall clearly define:

  • Scope division
  • Revenue sharing model
  • Technology ownership
  • Warranty obligations
  • Risk & liability sharing

 

10. BRANDING

 

All products manufactured/assembled under this arrangement shall be marketed under company branding/Joint Branding as per mentioned agreement.

 

11. LEGAL JURISDICTION

 

All disputes shall be subject to jurisdiction of Competent Courts at Kollam, Kerala only.

 

12. RIGHTS OF UEIL

 

UEIL reserves the right to:

  • Accept or reject any or all EOI
  • Modify scope
  • Cancel EOI without assigning reason
  • Negotiate uniform commercial terms

Decision of UEIL Committee shall be final.
